Overview of the Functions of the Post
In the Finance and Administrative Unit, we ensure ICCROM has embedded tailored systems and procedures to strengthen organizational accountability, compliance, development, and sustainability. ICCROM seeks a Finance and Administrative Officer to ensure that the smooth running of internal administrative and financial operations is carried out effectively, efficiently, transparently and accountable.
Key Accountabilities
The Finance and Administrative Officer will manage the ICCROM’s Finance and Administrative Unit and report to the Director-General. The post is based at ICCROM HQ in Rome, Italy. Within delegated authority, the Finance and Administrative Officer will be responsible for the following main duties:

Provide overall leadership in all financial matters, and ensuring the proper financial planning, results-based budgeting, budget control, management, accounting and periodic financial tracking and reporting of the regular budget/assessed contributions in accordance with programmatic goals, ICCROM rules and regulations, IPSAS criteria, UN and other international standards.

Provide regular financial and administrative analysis to support the Director-General to make appropriate programmatic and financial decisions that will lead to the attainment of organizational objectives.

Provide leadership in drafting the annual and biennial budget in close collaboration with other relevant colleagues.

Provide leadership in developing and implementing internal control procedures and in coordinating and facilitating external audits.

In close collaboration with relevant colleagues, ensure accurate planning, forecasting, and reporting of voluntary contributions, including managing the cost-recovery system for ICCROM projects.

Ensure compliance with corporate rules and regulations in the development of procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, joint procurement promotion and introduction, and performance measurement.

Ensure the proper management of ICCROM assets, facilities, and logistical services to ensure adequate support to programmes and activities.

Act as the organizational focal point for security issues.

Coordinate and evaluate Team performance, ensure an enabling environment, and assist team members in realizing and developing their potential.
Required qualifications:

Education
- Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or a related field.
- Accounting and finance certifications, such as CPA (Certified Public Accountant) or CFA (Certified Finance Analyst), are a plus.

Work experience
-
Minimum of seven (7) years of professional-level experience in financial management services covering financial management, budget and forecasting, contracts, asset and procurement, logistics and general administration, with responsibility for budget management, project accounting and preparation of financial statements in an international organization is required.

Track records in innovating and developing internal processes, systems, and procedures in an international organization.

Skills and knowledge

Ability to lead business processes re-engineering to implement new systems and procedures to support the business in achieving goals and deliveries.

Good knowledge of the audit principles and procedures for operating an accountable and agile administration of resources and assets.

Deep understanding of accounting and financial standards, strong financial acumen, and attention to detail.

Good knowledge of SAP (Accounting module) or similar ERP systems.

Languages

English and French are the working languages of ICCROM. The knowledge of any other language is an added advantage.
Remuneration
